Introduction to the Open Source Promotion Plan
The Open Source Promotion Plan （OSPP）is a summer program organized by the Open Source Software Supply Chain Promotion Plan of the Institute of Software Chinese Academy of Sciences （ISCAS) in 2020. It aims to encourage university students to actively participate in the development and maintenance of open source software, cultivate and discover more outstanding developers, promote the vigorous development of excellent open source software communities, and assist in the construction of open source software supply chains
Officially launched in 2020, the program is now in its 7th edition.
In collaboration with leading open source organizations, the program offers development tasks centered on the evolution and maintenance of critical open source software projects and is open to university students worldwide. Students may apply for projects based on their interests and, upon selection, contribute under the guidance of project maintainers (organization mentors). Depending on project scope and delivery outcomes, participants who successfully complete their projects will receive remuneration and a certificate of completion.
Since its launch in 2020, OSPP has focused on improving the resilience and reliability of the open source software supply chain and addressing critical gaps across the ecosystem. Over the past six years, the program has engaged 288 open source organizations, which collectively published 3,487 project tasks. A total of 12,257 students from 1,026 universities worldwide participated in the program and successfully delivered solutions to 2,794 real-world project challenges. These outcomes have been incorporated into upstream releases and adopted in production environments. Through continuous collaboration, the initiative has gradually established a sustainable ecosystem in which industry contributes to open source communities, communities cultivate talent, and talent continuously empowers industry.
Starting in 2026, the Open Source Software Supply Chain Promotion Plan officially enters its 2.0 era—embracing the AI era with foundational software as its technical foundation and RISC-V as its ecosystem focus.
Driven by real-world requirements and hands-on engineering practice, OSPP is committed to cultivating urgently needed talent in foundational software. The program places strategic emphasis on RISC-V ecosystem development, with focus areas including operating systems, compilers, toolchains, databases, virtualization platforms, and artificial intelligence. By reinforcing open collaboration and technical innovation, the initiative continues to accelerate the maturity and long-term growth of the RISC-V ecosystem.

🆕 OSPP 2026 New Changes
Flexible Timeline: Unlike previous years with fixed deadlines, the 2026 edition adopts a rolling registration model where each phase remains open for sign-ups throughout the activity cycle.
Pioneer Program: A brand-new participation mode where students take the lead throughout the entire project lifecycle, going beyond the classic community-mentor-driven project model.
Flexible Project Schedules: Project release and development periods are no longer bound to fixed terms, aiming to better match actual industry demands and provide deeper project involvement opportunities.
🎭 Roles
🔵 Organizing Committee: The committee consists of staff arranged by the organizers, responsible for organizing and managing the program.
🟢 Community: Provides project lists and descriptions, assigns mentors for corresponding projects, and advances related processes according to event rules.
🟡 Mentor: Each project is assigned a mentor by the community. Mentors guide students in developing a suitable development plan and completing the development according to the plan.
🟣 Student Developers: Students choose projects freely, communicate with community mentors to realize plans, and submit project applications. Selected students will complete development under the guidance of community mentors and contribute to the community. Successful participants will receive bonus and certificates.
🟢 About Communities - Which open source communities can participate?
1. Enterprise Eligibility
Own RISC-V hardware and/or software products
Hold membership in RISC-V International (RVI)
Demonstrate upstream contribution records enabling or improving support for the RISC-V architecture in open source software
2. Open Source Organization Eligibility
Open Source Promotion Plan primarily supports organizations working on foundational software.
Open source organization repositories must adopt an OSI-approved open source license or other open licenses recommended by OKF

🟡 About Mentors - How to become a project mentor?
Each project must have a designated mentor from the community, who should generally be a developer related to the project (Maintainer, Committer, Contributor). Each mentor can guide two projects.
🚫 Mentors cannot participate in this event as student developers. If this situation is discovered during the event, the committee will cancel their eligibility and will not issue bonuses or certificates for either role.

🟣 About Students
1. Who can register?
This program is open to university students aged 18+.
Students must maintain their status as enrolled students until the end of development on September 30. If they have received an offer for postgraduate or doctoral studies, they can provide the acceptance letter along with relevant explanatory materials.
🚫 Student developers cannot participate as mentors. If this situation is discovered during the event, the committee will cancel their eligibility and will not issue bonuses or certificates for either role.

2. Can I apply if I am not a computer science major / an underclassman?
👌 Yes. Eligible applicants are enrolled students aged 18 or above, with no restrictions on majors or academic years.
3. How many projects can one student apply for?
One student may apply for and undertake at most one project task concurrently. After failing selection or completing a project, the student may apply for other project tasks.
4. What is the service remuneration for projects?
Regular projects are divided into two difficulty tiers: Basic and Advanced. The corresponding pre-tax remuneration upon successful project completion is CNY 3,500 and CNY 5,000, respectively.
Pioneer projects have three difficulty tiers: Basic, Advanced and Challenge. The corresponding pre-tax remuneration upon successful project completion is CNY 6,000, CNY 8,000 and CNY 10,000, respectively.
Students who meet project deliverable targets and pass the completion assessment will receive service remuneration.
5. How to write a proposal to increase the chance of being selected by mentors?

6. What happens if I withdraw midway after being selected?
If a student needs to terminate project development due to force majeure, they shall truthfully inform the project mentor immediately and submit a written explanation via email to the organizing committee. Upon confirmation by the student, mentor and organizing committee, the project will be terminated. The student will lose completion eligibility for the current year, and no completion certificate or remuneration will be issued.
If a student unilaterally withdraws from project development without valid reasons and fails to notify the mentor and organizing committee, the organizing committee reserves the right to add the student to the OSPP Disciplinary Watchlist. Individuals on this list will be prohibited from participating in subsequent OSPP activities.
7. How to receive remuneration after project completion?
If you use an overseas bank account to receive remuneration upon project completion, all remuneration for the current year will be disbursed in a single lump sum at the end of the year.
At present, the Organizing Committee can only process foreign exchange remittances via the SWIFT network. The RMB amount will be converted into US Dollars at the real-time exchange rate prevailing on the remittance date. If the personal bank account provided by the international student is restricted by SWIFT, remuneration cannot be received.
In compliance with tax authority requirements, international students must submit a scanned copy of their passport.
Remuneration will be transferred by bank wire to the beneficiary’s personal bank account. Students who pass the project completion assessment shall fill in the following bank details in the system for fund transfer and review by Chinese tax authorities:

*Note: The above documents are required under current international settlement policies. The Organizing Committee will implement reasonable safeguards to protect privacy data, personal identity information and other sensitive materials.
*Note: If remittance cannot be processed because the payee’s name or country of residence appears on sanctions lists issued by the FATF, the United Nations, the Ministry of Public Security of China or other external authorities, the payee shall bear all corresponding consequences.
